Try using the neck machine if they have it at your gym, that always works

I train at home so no neck machine and that head harness looks interesting

Bridges

do a front bridge(butt facing up) do not put your hands on the ground roll your neck out try to toch your noes, your ears and the back of your neck to the ground

then do a back bridge(butt facing down) and do the same thing no hands try to get your noes to toch teh ground and ears

switch back and forth your get a bull neck in no time

I have a problem bringing up my neck as well with just shrugs and deads. You can seriously injure yourself doing neck-bridges if your neck is not strong enough to support the bridge at the moment.
