You cannot spot reduce.
As hard as you try, you will not get satisfying results. You can target those muscles to densen the muscle belly and increase blood circulation, and so on, but lipolysis is rare to be found in one place unless you give it similar, illusive effects.
Bottom line: if you're cutting, you will see a difference in oblique and abdomen retainment. No shortcuts, my friend.
