if ur gains stop for a while and ur not progressing

it can happen with overtraining and having a bad diet

When your strength/size gains stop. Aside from the reasons Zack posted, if your routine doesn't challenge your body properly you won't progress.

What helped me get past my plateau was taking 5 days off then switching the routine. I was stuck benching 165 and I hadn't taken enough off days and was overtraining, unfortunately that went on for about 2 months, but eh you live and you learn.
