there are numerous techniques to building your tri's. you have to find what works best for you. Some people work tri's after chest, and some give them their own day so they can focus on moving alot of weight and having more energy on them.
As far as sets go...
If you are doing them after chest, you probably would not need to do as many sets, as your chest recruits alot of tricep work well executing many of the lifts. When I work my tri's after chest here is what it looks like:
Weighted dips 3x8-10
Skull Crushers 3x10
Angle Bar/Rope Pressdown 3x12
If you give them their own day, you might want to add another exercise such as Close Grip Bench (I dont use close grip after chest because for me it is to much.) Or you can add a few more sets to each exercise. it is up to you.
Generally, you would also want to do exercises that require the most weight first, such as dips and close grip bench and skull crushers. cables/pressdowns could come last as a burnout etc.
