The key to building bigger arms, well the same to building a bigger body really....PROGRESS.
If your current best barbell curl is 6 reps with 20kg and you eek out 7 reps a few workout later without cheating ( a little cheating helps but don't break your back,be honest with yourself), you are progressing.
That being said, most people find that blasting your triceps/biceps does little to encourage arm growth. You need to really build a bigger body to support bigger arms.
