I think genetics are a large part in it, but age has to be considered as well.
I just turned 23 with around 18.5" arms and the overall look and size that I have has taken place over the last year.

You are either lieing about;
1) Your height, so that 160lbs is enough weight to have 16" arms
2) Your weight, so that you have enough mass to have 16" arms at 5'11"
3) Your arm girth, as you are not heavy enough at that height to have 16" arms
4) Your lack development everywhere else so that uneven mass can exist in your arms.

Don't try and kid someone whom has had 10 years of training experience and is a scientist. Spend more time actually developing muscles and less time fooling yourself.
HAHAHA how can you tell me that i am wrong? when i have measured my arms so many times, as you can see from the pictures no im not lying about my weight, as i am no were near 200lbs , also im not lying about my height, as i am standing close to the camera and i am no were near the top of the "standard" door frame. And does it ever occur to you "the scientist" that it is quite possible for me to be gifted with larger arms then normal people and the reason that they are so big is because they are very peaky, dont take it out on me that because you are jealous

Oh sorry! Didn't realise your arms were composed of air!

Muscle has to weigh something. 160lbs at 5'11" isn't enough mass to have an evenly developed body (or even be considered developed) and largish arms.

haha dude if u know anything about biceps u have to work ur way up if u want to do a heavy weight... there is acid in ur muscles and water... that is why ur arms get bigger when you work out... and i was just telling you that i can do 80 lb dumbells once i work out with 60-70 lb dumbells then work back down.. it was just in reference to the size of my arms... go read a book fool....
