The V-Taper you mean? or I'm assuming you mean wide delts small waist.

First you gotta have the small waist, then you gotta have the nice delts to go along. Just hit the delts hard man and keep your waist small and it will come eventually.

aright gotcha. Thats bodyfat, thats why the real skinny kids have it. Develop your delts nicely and keep your bodyfat low and you'll have what you want.

I think they call that the "cap" referring to the deltoids. V taper refers to a shoulder width down to waist ratio. nowadays they say x taper too referring to the thigh sweep.

yea i heard the reverse pec dec is good for the rear delts. i tried it for the first time the other day and i could really feel it in the back of my shoulders. the pec dec is the chest machine that you use by extending your arms to the sides and sort of bear hugging to stretch your pecs- for the rear delts though you want to sit backwards in the machine and pull the weight back instead of forward. you should hold the grips a little bit higher than you would for the regular pec dec to focus more on your shoulders (rather than your back)
