Why do you say this?

It's supposed to be a good upper back movement but as Hottdogg has said it does work all of them.

If your form is not good there are many techniques to correct them. An oldie but a golide is to perform them on a block or a bench. This forces u to maintain correct positioning otherwise u will come off it.

Im arching my back and bending over on a slight angle, my ass is sticking out, i grip the bar at shoulder length. my feet are also shoulder width, i lift the bar just above my thighs and up to my belly button. so it follows my knees up to my torso.

I just dont feel any pump in my back afterwards.

It's really though to get a pump for your back. Sometimes I get a slight pump from rows...sometimes. It's really just developing that mind-muscle connection which can take years to develop. One thing that could help is going w/ a thumbless grip on row movements. Of course you will have to wear straps, but going thumbless takes the bicep out of the movement so your back is doing more work.

do it very slowly and really squeeze the crap out of your back and push ur scaps together and then build up weight from there once you get mind/muscle you'll know that you're doing them right

Try swapping your hand grip round aswell. If you're using overhand at the minute - try underhand, or vice versa!

it's also good for lower back as you can see from the gif. To be honest i don't feel it much in my rhomboids even thogh i squeeze my shoulder blades together at the top of the movement but my lats get worked pretty well.

Actually, i was watching one of Ronnie's dvds yesterday and he claims to do BB rows as a lower back exercise.

He also said one-arm dumbbell rows were

I think Ronnie in on the road party meant rows a lower back developer more or less stimulating the lats in the lower back I thought about what he said a lot...

It was funny how he was pissed off that he couldn't keep the same hand grip on the barbell as he could at metroflex

Yeah that is the conclusion i reached too, but it is a little confusing when you see him doing bent over rows and then pointing to his lower back and saying *ronnie voice*: 'this is for that little part of the back right there...'
