Lactic acid is a waste product of anerobic energy conversion within the muscle.
It does not "pump blood".
It can also be used as a source of energy itself, though muscle effiency is reduced in the presence of local acidosis.
Repeated exposure to high concentrations of lactic acid cause the muscles to adapt by increasing local energy stores and processing, and improving lactate diffusion.

The fact is that although size and strength are related, you can get insanely strong without getting insanely big, and you can also get insanely big without being insanely strong. There is nothing wrong with working out extremely heavy - except that it is not the fastest way to grow, and the likelyhood of injury increases dramatically. Periodization provides the best of both worlds.

What I meant to ask if you are saying that lactic acid is responsible for muscle growth.

Yes, it is responsible for one of the types of muscle growth.

Microtrauma from maximal weight is responsible for another type of growth.

Oh alright. But then howcome when you get that pump, it go's away? Isn't that were the pump feeling is coming from, lactic acid. Were's muscle growth when the pump feeling or the burn go's away.

The pump is from extra blood while exercising, and some fluid retention from acidosis and/or muscle fiber damage related fluid leakage. Yes it is temporary.

Growth takes time, and happens when you rest.
