Im 5'8" 163, i want to shred as much body fat as i safely can and build strength, Whats the best training regime, diet, to meet that goal.

getting shredded and building strength at the same time is impossible. On a cut, no matter how much we try to keep the weights as heavy as possible, you simply dont have the carbs to train as heavy as you did do, so increasing strength, IMO is impossible
