A head harness is best for the back of your neck.

Lying on a bench with your head off the end and a plate on your forhead is best for the front of your neck.

You don't really need to train the sides, but Nautilus makes a good machine for that if you want a really complete neck workout.

2-3 sets of each exercise for 12-15 reps, 3 times a week, works best.

If you're strong enough, wrestler's bridges are excellent (but somewhat dangerous). You can do them to the front and back.

+1

We used to have one at my high school gym, worked out the neck twice a week for Football. Great for a thick lineman neck.

You may be able to use the cables w/ a strap around your forehead

You can provide the resistance yourself by pushing against your head with your hand. Working side to side and back and forth.

If you can't get your hands on one of those neck strap exercisers though, I suggest doing neck crunches with a towel on all 4 sides. Simply get a small towel (but big enough to go around your entire head). Fold it over in one inch folds until its completely folded. You should now have a long thin towel that you can wrap around your head, from the forehead around.

Now, grab the ends of the towel, press it against your forehead, then do a movement of bringing your neck up and down, using your arms as resistance. This will work the front of your neck. Now to work the back of your neck, simply put the towel on the back of your head, above the ears. Do the same movement, using your own strength as resistance.

The sides are a little trickier. You need to wrap the towel around your head and grab both ends with one hand. Holding the ends of the towel on your right side, and holding them with your right hand, you crunch your neck to your left shoulder, still using your own strength as resistance. Switch sides to do the other side of your neck.

I do 4 sets of 10 for each side. Remember to use resistance on both parts of the movement for positive and negative force. I was skeptical towards working the neck for years but once I started doing these exercises, I grew 2 inches on my neck.
