You can invest in a neck sling and theres alot you can do there.
Tryin holding bridges with your head and sort of roll around it. A warning though it can be very dangerous
Something i tried was, lying flat on a bench, with your head off it and with a towel place a plate on your foerhead. then extend your neck slightly backwards and curl up so to speak, tucking your chin into your chest.
Like i said it can be very dangerous though
Overall trap training, such as cleans, shrugs etc can help neck development
