When i first started weight training my biceps were:-

11inches unflexed
12.5inches flexed

1-month down the line:-

12.5inches unflexed
14.5inches flexed

Is this good progress in a month or is it bad?

Not bad but it could be more then just muscle. Could be water retention and body fat to. And if your first measurement was taken before you even started lifting and your second one was after a good day of arms then that could male a difference also. But if it's pure muscle then that's good.
