No. Your blood vessels are surrounded by smooth muscle which is NOT under your voluntary control. It relaxes and contracts based on signals from your brain. It is NOT to be confused with skeletal muscle, which is voluntarily controlled. such as your biceps.
Arginine CAN be injected, inhaled, probably, although theres no practical reason for that because of the first two methods of delivery.
