i think what hes tryin to say is: lets just say your genetical limit is 215ibs of lean mass. When you take AAS your limit will be raised to, say 260ibs. Once you stop taking AAS you will slowly loose gains and end up at 215ibs of lean mass. Make sense?
and to answer your question, the first cycle is always the best. I havent done AAS myself, but people I know of gained anwhere from 20 to 25ibs of lean mass within 8 to 10 weeks. If you only do a few cycles then it is normal to keep MOST of your gains. but like i said, after extended use, you will slowly lose gains once you stop AAS.
