Burning the fat.Will cardio be enough to burn the fat araound Abs ?

Heya guys i just started to do fat loss 3 weeks ago.I dunno why i first started building mass coz im overweighted but still dho it made some shape on my upper body.Just started diet and doing HIIT Cardio 1 hour a day each day of the week.Currently i am 86.5 kg was 89.5 before.I am 1 meter and 70 cm tall.So currently i have some sort of bag full of potatoes infront of my body and a fat ass and huge filled with fat leggs.
My question is will the cardio be enough to loose all the fat over the area of Abs ?
Im eating araound 500 grams of Skinless Chicken breast and araound 200-300 grams of potatos a day.I guess i dont need low Carb's diet so far since with that diet im burning fat easy but i guess that's too coz im doing 1 hour HIIT Cardio each day of a week.
If i am doing anything wrong or my nutrition is not well give some advice i will be rlly happy to seee the opinion of some1 who have more expirience than me in this sport :) And most importantly i would like to know will the cardio be enough to have super tight abs or i should add some exercise or somth or training them each day ?

1. use diet and cardio. don't just use one thing.
2. u can't spot reduce. it'd come from fat all over.

yeah you have to have a proper diet with cardio or you wont see the results youre after.If youre doing true HIIT cardio 1 hr a day is about too much.

Dude you need to slow down the cardio, try just 30 minutes with medium intensity, to the point where you can still talk but are sweating and having to catch your breath a little. Plus your diet is going to have the biggest impact on your shape, make sure to eat natural veggies and meats with complex carbs such as whole wheat bread, brown rice and potatoes. And don't forget to lift weights, this will encourage your body to retain the muscle and burn fat.

Cosign with Kaboom and Mav thats way too much cardio and for my 2 cents your probably taking in too much carbs for a cutting diet get on the broccoli and green beans in my opinion

Ty for the advice guys i will rlly stop doing that much HIIT.
Here is what i eat for a whole day i hope it is not that much bad.
7:00 Am 2 eggs and 1 egg white + 100gr potatoes
10:00 Am 100gr Skinless Chicken breasts + 100gr potatoes
At 12:00 i am going into the gym and doing my workout which take araound 45-60 mins
At 1:00 pm Same meals as 10:00 am
4:00 pm i 150 gr chicken breast
7:00 pm Same meal as 4:00 pm
About my Split im training 4 days a week.
Monday - Chest/Abs
Tuesday - Back and Calves
Wednseday - rest
Thursday - Shoulders/Traps/And Leg extension
Friday - Bicep/Tricep & Mby Abs depends on how i feel.
I usually do my Cardio between 4:00 pm - 7:00 pm Might be either @ 5:00
pm or either @ 6:00 pm.
So If there is something i must change in my meals .... I am just open for advices :)

if ur taking regular white potatoes for carb source before your session, i think it might hurt u in the end due to the fact that it has High GI, it was smart to put potato's post w/o. But IMO, u shud have something with lower GI before your session. Just my 2cents, id like to see what the other guys will think.
