The vast majority of weight you gain the first two weeks will be water and glycogen. If you are coming off a reduced carb diet, then your body will be storing at maximal and even supra-maximal amounts. For every 1 gram of carbs stored as glycogen, your body will also hold an additional 3ml of water in the muscle cell. This can really add up. Then, you may also gain some subcutaneous water (which will be shed with time) from the greater food consumption. All these factors attribute to the weight gained in the first 2-4 weeks of a bulking diet. Very little is muscle or fat.
Personally, I maintain about 5% body fat year round by following an anally strict diet and exercise program.
