When your cutting weight you should limit carbs for only preworkout and post workout. For the second meal that i'm assuming that your eating before you workout you need to make sure that the potatoes are sweet potatoes and not white potatoes because of how they digest.

Your postworkout meal you need to have a fruit juice, pure fruit juice along with some form of protein with as low fat as possible like tuna or a whey protein. Every meal should have protein in it, and you should add two more meals during the day so that your eating once every 2-3 hours at least.

Take the boiled potatoes out of meal four.

For meal three you need to have protein in there. I'm not sure if thats your postworkout meal or not though.

You could just bake them if you want. Or check any recipies online that don't call for too much extra stuff. Yes you can exchange sweet potatoes for brown rice.

I really can't tell you how to cook because I don't know how to.
