Since we have the opportunity to eat several smaller meals during the day, unless your job will not allow it, as well as having the ability to supplement protein, it is recommended to use Whey protein during the day, as this is easier/faster to digest.

This is important especially pre and post workout.

Casein, which digests slower, thus staying with you longer, is recommended before sleep, so as your body can feed of of this during sleepy time.

That is, unless you want to wake up and do some whey in the middle of the night.

Also, if you are going to miss a meal, the Casein is a better bet for the same reason, it stays with you longer. That said, it is far better at any time to use any protein available rather than no protein.
So to answer your question, the best time for milk is before bed, just like mom used to tell you!

Or IMO, to wash down a Meal Replacement Bar.
