Well I'll give you my two cents before Layne posts.
From what I've always gathered their are a few variables to take into account before you can determine the amount/type of cardio you preform in the offseason.
Generally their are two types of people at the gym, hardgainers and those who put on weight easily. From what I've read hardgainers during bulk cycles are advised not to do cardio and keep the diet as clean as possible to keep fat gain at a minimum. Now you can still do cardio if you choose to, but its primary advantage for the hardgainer is to build up cardiovascular stamina.
For those who put on weight easily and tend to put on fat at higher levels then hardgainers, I'd say the best time to do cardio would be on your days off from the gym, and limit it to about 30 minutes of HIIT. With that it will keep muscle loss at a minimum and give your system a good spike.
The main thing to remember when doing cardio is make sure your nutrition is normal, I've read someplaces that the best time to run is on an empty stomach when you first wake up but personally I'd advise against it.
Just don't go overboard on the cardio, though. Remember the goal (I think for you) is to gain muscle mass not burn it off by over-doing it.
