How does judging work?

Do they simply look at the competitors and write down whatever they like or how does this work? How do they decide this? Wether to give somebody for example 22 points or 23 or 21? Is this simply disposal?

Judging is easy.

If last year winner is competing

then they win this year

else

New winner decided (the only probably real time there is something comparable to judging).
