Posting an avatar isn't working

it says they have to be smaller than a certain size, but i have resized them to the smallest of dimensions, yet they still aren't working. I also choose pics that were originally small, and this didn't work!

Anyone know why?

Its this pic i want, its around 5.85KB

But i've tried resizing to the smallest of dimensions and it still doesn't work?
