I am currently 160 pounds with around 18% bodyfat, i plan on competing in the novice division(first competition ever) and will start my diet may 6th to come down to 6% body fat which will leave me at 140 pounds, should i try and pack on some more muscle before i begin my contest diet, i don't want to risk adding more body fat

I would! Just tweak your diet. Make sure that you stay clear of processed foods and high-fat foods. Make sure you have adequate post workout meals along with protein intakes. If you watch the diet and push the heavy weight you should be fine, even lose some body fat by diet alone. What division do you compete?

heres what the promoter told me in an e-mail

"For every six entries I make another class. Example would be 10 = 2 classes, 13 = 3 and so on. The classes will then be devided by weight with the lightes in class #1 the next lightest in class #2 and so on."
