It wasn't just a matter of Tom having superior legs and an average upper body. In my opinion, Tom had superior legs, and an upper body that would even be lagging behind slightly with normal leg development for bodybuilders of his era. The combination created a large imbalance and hurt him in the judging.
Although he probably should have won the 1980 Mr. Olympia.
