Maybe not the BEST legs in the business, but some bber's with pretty good quads have achieved it without deep squats. Right now, Lee Priest, Hidetada Yamagishi, and Wong Hong come to mind. Wong Hong has AWESOME wheels but he doesn't even squat in general!

Even with short ROM, he had great quads back then.

You're basically telling this dude what will work for HIM. It's up to him to find what techniques, forms, ROM's, etc, work for him. Telling him to SQUAT in general is helpful, but it's up to him to find what type of squat will benefit him without causing injury either.
I'm stressing this because I always see people doing what people tell them and they're never growing. Just do what works best for you.
Now I'm not saying full ROM isn't important, because it is, but in some circumstances, full ROM isn't necessary to fully grow.
